Seven years ago I left Belarus at the age of 29 with my wife and two small kids to escape from Chernobyl and for better life for my kids. I am an Engineering Manager at one of the big Companies here in the US. I got the US citizenship a couple years ago, but was forced to give up my Belarusian citizenship. (Never mind that you need to pay $150 for your own humiliation). I think that former Russian citizens go through the same procedure. Mister president, it looks like you are trying to boost the image of Russia oversees. Would it make sense to start from boosting this image among the former Russian citizens! There are millions of former USSR citizens living abroad. Unless people who lived in the old system see the changes, no foreigner will believe you that the country changed. There are no many things, which changed in the last few years. Every time I enter the customs zone in Minsk and see the custom officers (very often looking for a reason to humiliate you and get their $5-$10 dollars) I understand how little if anything the situation changed there. What can you say - pure Belarus, pure people. I wish there were someone who cared about this country. I understand, that from your point of view the well being of Russia is more important than anything else. Unfortunately, your Belarusian counterpart does not wish the well being to his? country, his? people. The name of the game is “How to stay in power”. Whatever it takes. It took me four years to convince my management to try to do some business in my “former” homeland. We did one job, might do some more. It gives job to people, improves economy. A lot of people I know are hesitant to do any kind of business with former USSR. Do not expect anyone harrying to invest any money, unless there is believe into government and its good intentions. Try to count on the people who used to be the citizens of the former USSR. Make up with them. Try to understand that every country, every nation has a right for independence and sovereignty. Puin made two days-visiting to Seoul. During his visit to Seoul, he emphasized economic cooperation with Korea and Russia. Even just before he flews to Vietnam, Putin met S.Korean opposition party's leader, and very actively requested supra-partisan cooperation in the face of Korean government's investment to Russia. It is, of course, quite natural to request economic cooperation to a foreign leader as a country's President. But before he askes economic coooperation to foreign political leaders, what Putin must do first is to make favorable foreign investment environment at home. If foreign government and investors think Russia is a good country to invest and wherein investors can make interest, foreign governments and investors surely invest Russia, even although the Russian gov't doesn't allow them to invest Russia. So, I'd like to know what is Putin's plan to attract foreign investment in the government's position, and whether or not he is willing to offer strong economic incentives to foreign investors, in order to promote Russia's foreign domistic investment.

I watch with interest every day, the happenings of Russia. We see that payment of debt is high in order of priority, integration in world trade is high, economic reforms are also high. What we don't appear to see though, is a priority called "raising the living standard" for the millions of Russian citizens. In order to do so, I think, President should be backed by a political party; in orther words, Putin must belong to a political party and must be a chief of that ruling party. As long as he President is staying out of political party, it is hard to imagine democracy in Russia, because now President is in emperor-like position. If President belongs to a political party, it would be easy for President to gain support from politicians including governors and congressmen who are members of the ruling party. Hello, I am from Germany and I wonder if you would consider to abolish the visa-regulation for European-citizens visiting Russia ? I have friends in Russia and I'd like to visit them without spending time and money and waiting weeks for getting a visa - anyway I will get such a visa everytime I want to visit Russia - but everytime it costs time and money to get it. And after I arrived in Russia - I have to run to a police/OVIR office to register myself... this is a bureocracy that just costs time... and sometimes nerves.... I know that Russian citizens need a visa to visit the European-Union - but mabye it would be a generous gesture of Russia to abolish visa-regulations ? And I could imagine that this would be more than just a gesture - it also could increase tourism, businness and private visits of European citizens to Russia. You once mentioned that the world should learn more about Russia - about Russian politics, people and culture... I belive that abolishing that visa regulation would support this ! Letting people freely enter and leave Russia would help building better relations between Europe/USA and Russia.... free travelling will help much more than advertising in USA newspapers.... I would be happy to return back to Russia, but it is not possible to do science there because of extremely low level of salary. As a result, I am going to stay in US and to work in the University of Chicago. My Chinese friends are going back to China, because they will be given professor positions in the leading Chinese Universities. A salary of a professor in China is about $1000 USD per month, which is ten times more than the averaged salary (about $100 USD per month). Thus, they like to return. Would it be possible to stimulate Russian scientists to return back in a "Chinese" way? For example, if Russia could accept 100 outstanding scientists to each of 100 top universities and pay $1000 per month, it would approximately cost 100*100*$10000 = 100 million dollars per year,which is not very much for Russian budget. Should my little daughter to wait to be 18 y.o. in order to meet her father? Why I have been expelled one day before the Court? It is well known that the Oil and Gas Industry brings the prosperity to the producing countries. In addition, the infrastructures of areas adjacent to the oil fields are developed and people living in these areas are employed. It is a win-win situation to the industry and country. It usually takes between 5 to 10 years to start oil production from new undeveloped areas, which require a significant multibillion-dollar investment. In most of countries foreign oil companies provide the investment to develop the natural resources in exchange for a reasonable economic return. Instead of producing and developing these resources many reputable foreign corporations have unsuccessfully been negotiating for the past 10 years the Production Sharing Agreements (PSA) with the State and local authorities. Many oil companies left Russia. While the PSA and foreign investment environment is slowly being developed in Russia the foreign oil investment in Azerbaijan and Kazakhstan has been flourishing. My question is: When will Russia change the situation from "nether for you nor me" to the announcement that several PSA’s have been approved and foreign companies together with Russian corporations have started to invest significant funds into the development of the country? In the government's programme it is said that the two main challenges are reconstruction of executive-legislative authority and deepening of unfinished economic reforms. I think that there is also a third challenge: changing mentality, norms and values. Dear Mr. Putin, I am a Ph.D. student from Russia studying Economics at one of the US universities. I also have a Candidate of Science degree from one of Russian universities. Upon my graduation I would like to work for the Russian government or for the Central Bank of Russia. However, I do not see any real opportunity to get hired by these organizations since “normal” job placement in Russia is not applicable in sense that connections play more important role than actual credentials of a candidate. I know that my situation is not unique and that there are many Russian people with Western education willing to work in Russia. It is pitiful that our country does not do everything possible to keep the most talented and young portion of its citizens demanded within the country. I would appreciate if you let us know what exactly we can do (any contact information or something) to find a job in Russia that would correspond to our qualifications.
