Russian Political Map May Lose Two Regions

In the near future the number of regions in the Russian Federation is likely to shrink. In line with the revolutionary presidential plan two smaller autonomous areas – Taimyr and Evenk may disappear from the map. They will merge into the Krasnoyarsk Region.
On Thursday the governor of Krasnoyarsk General Alexander Lebed asked his Legislative Assembly to review the plan of merging three regions, to prepare relevant proposals on the matter and to submit them to a session of the council of governors due in early April.

At that session Alexander Lebed, Taimyr governor Alexander Khloponin and Evenk leader Boris Zolotaryov are to work out a political mechanism of merging three regions into one. The creation of a new mega-region stretching from the Arctic Ocean coast in the north to the Sayan Mountains in the south is viewed as the best solution to the long-brewing conflict between the governors of Krasnoyarsk and Taimyr over the Norilsk industrial area.

Smaller Taimyr and Evenk Autonomous Areas are located within the boundaries of the Krasnoyarsk Region but both enjoy independent status of a subject of the Russian Federation under the Federal Constitution.

For several years now Taimyr and Krasnoyarsk authorities have been at loggerheads over the Norilsk industrial area where the metals and mining giant Norilsk Nickel is situated. Norilsk belongs to Taimyr, however, it has been under the jurisdiction of Krasnoyarsk since 1953. Taxes paid by Norilsk mining company in 2001 amounted to 62 percent of Krasnoyarsk region budget.

Krasnoyarsk governor Alexander Lebed believes that taxes coming from Norilsk Nickel should be 100 per cent controlled by the authorities of Krasnoyarsk Region. In fact, Krasnoyarsk is heavily dependent on the metals giant and the loss of control over it completely would inevitably lead the region into the deep financial crisis.

Last week Vladimir Putin visited the region. He met with each of the governors in person. During the tкte-а-tкte meeting between Putin and the Taimyr’s Kloponin the president agreed with the governor’s proposal to return Norilsk to Taimyr, and to merge Taimyr into Krasnoyarsk Region.

Putin earnestly requested all interested parties to solve all territorial and inter-budget disputes, and urged the Krasnoyarsk governor to speed up the adoption of the regional budget for 2002. In fact the president approved of the idea of merging three regions into one, provided that at first the governors will work out a compromise on Norilsk area and decide to whom the metals giant Norilsk Nickel will pay taxes.

That was exactly what the governor of Taimyr Alexander Khloponin had campaigned for. According to Khloponin’s plan the parties should solve all inter-budget problems, and only then should they proceed to the merger. On Tuesday, March 26, Alexander Khloponin sent a letter to Alexander Lebed, whereby he proposed to “set up effective mechanisms of interaction between the (Krasnoyarsk) region and (Taimyr and Evenk autonomous) areas.

Taimyr governor suggested that at first regional leaders should establish a special anti-crisis commission, whereupon an expert board comprising of representatives of all three regions will be established. The main task of the board will be to settle the inter-budget relations issue.

Upon receiving Khloponin’s letter, Krasnoyarsk Region almost immediately addressed his Legislative Assembly with a request to set up a work group, which, in cooperation with Taimyr and Even lawmakers would draft its proposals on the merger. Krasnoyarsk legislature unanimously voted for the creation of the work group. Expectedly, the governors of Krasnoyarsk, Taimyr and Evenk will first meet to discuss the mechanism of creating a new united region in early April. The second meeting will take place in mid-April.
Lebed is convinced that the merger will take considerable time, and the governors of all three regions will hold their posts until their current terms of office expire.
