Accused Murder Plotter and Alleged Target Join Election Campaign

The electoral authorities of the Krasnoyarsk Region have registered Pavel Strouganov as a candidate in the forthcoming elections to the regional Legislative Assembly. In certain circles Pavel Strouganov is known by his nickname Pasha-Tsvetomuzyka (Pasha Discolights).
Pasha ‘Discolights’ Strouganov first entered te public spotlight last year after he agreed to collaborate with law enforcers to stage his own murder at the hands of Anatoly Bykov, the former aluminium king, ousted by his rivals and who now stands accused of money laundering.
Anatoly Bykov was registered as a candidate in the same elections on Saturday, the same day as Pavel Strouganov was registered.
Pasha ‘Tsvetomuzyka’ Strouganov was registered as a candidate in the single-member Leninsky constituency of Krasnoyarsk. 118 of the 1500 signatures gathered in his support were rejected as invalid. In his application Pavel Strouganov declared that he lives in Moscow permanently and is temporarily unemployed.
The elections to the Legislative Assembly of the Krasnoyarsk Region are scheduled for December 23. To date the local electoral authorities have registered the members of six political movements as candidates.
Those movements are Unity, the Communist Party of the Russian Federation, the political bloc formed in support of the incumbent governor of the region Alexander Lebed (Za Lebedya), the bloc in support of Anatoly Bykov (Za Bykova), NASHI (Ours) bloc, and the Nadezhda I Opora (Hope and Support) bloc.
Applications for registration have also been submitted by the regional branches of Zhirinovsky’s Liberal-Democratic Party of Russia and the Union of the Rightist Forces (SPS), Norilskaya Severnaya Partia (Northern Party of Norilsk), Yabloko, bloc “Za Zubova”, formed by supporters of the former governor Valery Zubov, and a radical leftwing bloc called “Communists and Patriots of the dear Krasnodar Region – for the Soviet rule”.
In addition, 159 local residents have been registered as candidates in single-member constituencies.
On Saturday, representatives of Anatoly Bykov’s bloc received their certificates from the electoral officials. Since the former head of the Krasnoyarsk Aluminium Plant Anatoly Bykov could not be there in person, his representative Sergei Blinov received his certificate on his behalf.
The list of supporters’ signatures submitted to the electoral authorities by Bykov’s associates reportedly contained almost no bogus signatures, a very rare occurrence in Russian elections. Only two of the 1168 signatures on Bykov’s list of support were discarded as possibly forged.
On Friday evening Anatoly Bykov’s defence lawyers received official confirmation from the
Krasnoyarsk Region’s head police department that all the charges of economic crimes against Bykov (namely legalization of profits derived from criminal activities and illegal gold turnover) have been dropped.
Those charges were brought against Anatoly Bykov a year and a half ago after he was extradited back to Russia from Hungary at the Prosecutor General’s Office request.
As a result of those charges being dropped, the seizure of Bykov’s property - his stake in KrAZ aluminium, country cottages in the town of Nazarovo, and the Ovinnyi settlement, gold and jewelry, bank accounts and personal items - has been lifted.
Thus now Bykov stands accused of only of plotting a failed assassination attempt on Pavel Strouganov.
The election campaign in the Krasnoyarsk Region begins on Monday. Unsurprisingly the focus of the observers’ attention is fixed primarily on Bykov and Strouganov.
Anatoly Bykov became a prominent figure in the Krasnoyarsk region long before he fled to Hungary or charged with plotting to murder of Pavel Strouganov, whereas the latter only became known to the public after the staged murder plan of September 2000 was exposed.
Bykov enjoys wide popularity in the Krasnoyarsk Region and if he wins a seat in the Region’s assembly, the prosecutors in Moscow will be obliged to release him from the Lefortovo pre-trial detention centre because as a deputy he would acquire immunity from prosecution.
