EuroNews Replaces Russian MTV

At 6:30 on Tuesday morning the widely advertised and long-awaited Russian-language version of the successful European news channel EuroNews began to broadcast on Russia’s fifth national channel, formerly the home of the Russian version of Music Television (MTV).

On September 26 the Russian state-owned Television and Radio Broadcasting Corporation VGTRK won a tender to broadcast the Russian language version of EuroNews round-the-clock on the 25th channel.
Euronews announced in an official statement in July that the company expected the Russian-language version of the channel to go on air in September 2001. In particular, the statement read: “From the launch date it will be available 24 hours a day on the EuroNews' pan-European satellite and will also be broadcast for approximately 12 hours a day on one of the main terrestrial channels”.
Thus, it is probable that the fate of MTV that used to broadcast for 12 hours a day on the 5th nationwide terrestrial channel was predetermined back in July, especially since president Vladimir Putin himself stressed the historical significance of EuroNews’ prospective arrival in Russia and the channel’s role in developing press freedoms in the country.
On October 2, without any prior notification, the VGTRK stopped broadcasting the Teleexpo channel. Both of the parties involved have declined to comment Tuesday’s events.
The Teleexpo television company was founded in 1994 by the Moscow city government and the stock company Mosexpo. In 1995 the company began broadcasting on the 5th national channel, for 12 hours a day - from 12:30 am to 12:30 pm.
In 1998 Teleexpo signed a contract with MTV-Russia and began broadcasting its pop music programmes aimed at a youth audience.
When in 1997 president Boris Yeltsin decreed on the creation of a new TV channel- Kultura, a cultural and educational channel funded from the state budget, Teleexpo managed to retain its time slot on the fifth channel, while Kultura began to broadcast 12 hours a day on the same frequency.
In July this year All-Russian State Television and Radio Broadcasting Corporation VGTRK signed a contract with EuroNews on the creation of the Russian-language version of the well-known information channel.
But at that time the broadcasting frequency for the new channel was not determined, but one of the solutions suggested by some sources close to the Press Ministry of Russia was to revoke Teleexpo’s license for broadcasting that expires in 2003. According to some reports, in July it was already known that Teleexpo faced having its license revoked for noncompliance with license terms.
The Press Ministry said in an official statement on Tuesday that the broadcasting of EuroNews programmes was aimed at fulfilling the constitutional right of Russian citizens for access to news information from independent sources.
VGTRK’s chief Oleg Dobrodeyev told Kommersant Daily, “The emergence of the European news channel is an expedient solution, necessary for today’s Russia. Russia has become an important informational component of Europe. Henceforth, all my colleagues – chairmen of TV and radio corporations, may collate, agreeing or not, with news, broadcasted from Lyon”.
Both the director general of Teleexpo Kirill Lysko, who is also the vice-president of MTV-Russia, and the president of MTV Boris Zosimov have refused to comment on the situation. Most probably, the MTV management is waiting to hear the reaction of their shareholders in the United States before commenting.
It was obviously the US shareholders of MTV that press minister Mikhail Lesin was addressing when he said: “We treat MTV-Russia very well, and the evidence is that the company has been enhancing its regional broadcasting network by winning tenders for frequencies, conducted by the Press Ministry.”
Lesin then added that no other channel in Russia is licensed to broadcast on two channels simultaneously. Lesin was referring to the fact that MTV also broadcasts on the 38th channel.
But then after EuroNews emerged on the 5th national frequency on Tuesday, it replaced MTV as the only channel to broadcast on two frequencies.
But the VGTRK said a lot of work needs to be done to the technical equipment of the 25th satellite and cable frequency and in the meantime EuroNews will broadcast on the fifth channel. VGTRK’s Dobrodeyev said the whole process might take a year, and when everything is done EuroNews will leave the fifth channel.
